Infrastructure, followed from orbit.
ORION is a satellite monitoring system that follows infrastructure in Ukraine with radar, optical images and night lights, and fuses the changes with open conflict and displacement data into one picture.
Change on the ground shows up first from orbit.
Power plants, bridges, schools and water systems change faster than anyone can visit them. Radar sees through cloud and darkness, and night lights show where power is lost.
ORION puts those signals side by side with open data, so humanitarian organisations and public bodies see the same picture.
What it reads.
- Sentinel-1 radar
- Coherence change every six days, through cloud and darkness.
- Sentinel-2 optical
- Images every five days.
- VIIRS night lights
- Every 24 hours, showing where power is lost.
- UCDP conflict events
- Uppsala University, from 1994 to the present.
- Copernicus emergency mapping
- Copernicus EMS, every 24 hours.
- Front line and weather
- DeepState front line every 30 minutes and Open-Meteo weather every three hours.
- Displacement
- UNHCR figures on refugees and internally displaced people, every 24 hours.
How it works.
- Detect change
- Radar and optical images are compared over time for each of the 9,868 assets.
- Assess damage
- Damage is graded on a five step scale from DS0, no damage, to DS4, destroyed.
- Follow the routes
- Logistics corridors are scored and rescored as conditions change.
- Report
- Situation reports come out as JSON and PDF, and an alert engine escalates every five minutes.
A layer for civilians.
- Schools
- 2,452 schools from OpenStreetMap, with export in the HXL format used by UNICEF.
- Health and water
- 801 medical facilities and 663 water systems, followed in the same way.
- Evacuation routes
- An app in Ukrainian that works offline, with no login, no tracking and no cookies.

Running for Ukraine, without a public interface.
ORION has followed infrastructure in Ukraine since April 2026, across five conflict zones and against 10,510 georeferenced UCDP conflict events from 1994 onward. It runs in the EU. Ukrainian public bodies and humanitarian organisations can ask for access at no cost.
